Frequently Asked Questions

Regulation of the Funeral Plan Sector

On the 29th July 2022, the Financial Conduct Authority (FCA) will start regulating the pre-paid funeral plans sector, which means that funeral plan providers in the UK must be granted authorisation in order to sell and administer funeral plans.

We welcome the regulatory framework that the FCA is introducing, as it aims to secure a consistent approach across all providers: focussing on fair value, financial security and meeting customers’ needs.

Age Co Funeral Plans are currently provided by Advance Planning Limited, a subsidiary of Dignity who are one of the largest funeral plan providers in the UK. Dignity has applied for FCA authorisation and is engaging regularly with the FCA.

When will you be authorised and how will this be communicated?

Dignity has applied under ‘Dignity Funerals Limited’ for FCA authorisation and the current status is ‘Intending to Authorise’ – this means that the FCA considers the application sound and is intending to authorise Dignity to continue funeral plan business after 29 July 2022. All regulated activity will be provided by Dignity Funerals Limited for all plans already sold under the Age Co or Age UK brand.

The FCA has published a list of funeral plan providers and their current application status. We expect the Financial Conduct Authority (FCA) to consider and respond to all applications by the 29th July 2022. Once the regulator has considered each application, they will update this list, which can be found at www.fca.org.uk/consumers/funeral-plans/providers-list

How will regulation affect my Age UK / Age Co Funeral Plan?

Once regulation begins on 29th July 2022, any money paid toward one of our funeral plans will be additionally protected by the Financial Services Compensation Scheme (FSCS).

For all plans purchased ahead of this date, the money remains safe in the ‘Trust for Age UK Funeral Plans’. The Trust itself is a separate legal entity, ring-fenced, and remains completely independent of Dignity, the network of Funeral Directors and Age Co. This means the money is secure and unaffected by anything that may otherwise impact the associated companies.

All existing planholders will benefit from the same regulatory protections as any new customers. For example, complaints or concerns may be escalated to the Financial Ombudsman Service (FOS) should any disputes remain unresolved. More information can be found at www.financial-ombudsman.org.uk.

How will regulation affect other Funeral Plans?

All companies that wish to continue selling or carrying out funerals using funds from pre-purchased plans need to have successfully applied to the Financial Conduct Authority (FCA) by 29th July 2022 – you can see on the FCA website which companies are applying, their authorisation status and read guidance about what this means for you: https://www.fca.org.uk/consumers/funeral-plans/providers-list.
